Gerald Ford was for the most part clueless but the guy was almost innocuous and he served his purpose by granting Nixon an unconditional presidential pardon. Ronny Raygun was straight up evil and he was so far gone with the Alzheimer's no one wanted to believe that it was really Nancy Raygun acting for Ronny.
